英文Childish這個字，到底是什麼意思呢？大學生：「Childish小孩子，好像是那個幼稚吧，還是天真，幼稚還是天真，它其實是比較負面的意思。」
學生們看法不一，外文系前系主任不滿現任系主任在電子郵件中，批評自己處理系務Childish，一狀告上法院，求償30萬元，兩人都是語言學博士，就為了這個英文單字，對簿公堂。
被告的現任系主任，認為Childish是孩子似的，只是形容對方孩子氣，沒有貶損的意思，不過，原告指稱這個字有幼稚、不成熟的涵義，跟Childlike的天真、單純，正面用語不一樣，最後法官引用字典，判處現任系主任要賠償5萬元的精神撫慰金，還可以上訴。
嘉義地方法院法官張道周：「英文字典裡面的解釋，Childish這個字它有孩子氣，像孩子般吵鬧的意思，他是故意要貶損他的名譽。」
在宜蘭，有一名大學生在網路批評一位女性「更年期到了嗎」？被判罰2千元；外語系主任為了Childish判罰5萬，罵人真的得小心禍從口出。

In Germany, Confronting A Looming Labor Shortage

BERLIN — With an aging population and inflation-fighting measures keeping wages low in comparison with its neighbors, Germany finds it has a labor shortage. Germany’s unemployment rate is the lowest in 18 years. And while many countries would celebrate a jobless rate in single digits, in Germany it is the sign of a critical lack of workers.
在人口快速老化，抗通膨措施又使薪資低於鄰國的現況下，德國發現自己面臨勞力短缺的問題。德國當前失業率是18年來最低的。許多國家會慶幸失業率降到個位數。對德國而言，這卻是勞力短缺問題嚴重的徵兆。
As of May 1, the restrictions that Germany and Austria imposed in 2004 on East Europeans wanting to work in the two countries will be lifted. Workers should pour in to take advantage of Germany’s booming economy and generous social benefits.
2004年，德國與奧地利針對有意前往工作的東歐人設下重重限制。這些限制將於五月一日取消。屆時許多東歐勞工應該會湧入德國，看中德國欣欣向榮的經濟與慷慨的社會福利。
But economists say that many workers who wanted to emigrate from the eight East European countries that joined the European Union in 2005 have already done so — to countries like Britain, Ireland and Sweden.

McKinsey, the consulting firm, published a report last year that concluded that by 2020 Germany would have a shortfall of two million qualified people to fill open jobs. The engineering sector, crucial to export , says it needs thousands of engineers.

The high-tech industry, telecommunications, manufacturing and services already need people. And health care is also in trouble. “By 2030, we will need one million more people to look after the elderly,” said Bernd Tews, director of the Federal Association of Private Care.

Over the next 50 years, Germany’s population is expected to fall by 17 million from the current 82 million. The number of people 65 and older will increase by about half until the end of the 2030s, to around 24 million from nearly 16 million now, according to Joachim Moller, director of the Labor Market Institute at Germany’s Federal Statistics Office. The population older than 80 will grow to 10 million in 2050, from nearly 4.5 million today.

And demographers say the birth rate is not high enough to keep the population stable. Policy makers say it will become increasingly difficult to raise tax revenue to support retirees and maintain economic growth.

Fearing a huge influx of workers in 2004 that would destabilize labor markets by pushing down wages or taking jobs from locals, Berlin and Vienna set strict conditions for East Europeans wanting to work in their countries. Hundreds of thousands of young people from Poland and the Baltic States, the Czech Republic and Slovakia found jobs elsewhere.

Mr. Moller thinks 100,000 East Europeans will come to Germany, drawn by perceptions that it is a well-run, wealthy and wellpaying country with a very good social welfare system.

But wages in the services sector are low in comparison to other European Union countries. “Wages and salaries are not high enough in the hospitality sector to be the only reason for leaving the home country, especially if you also put the higher cost of living in Germany into the equation,” said Peter Verhoeven, chief operating officer of Accor Germany, a large hotel group.

Accor is focusing on recruiting from inside Germany. Some German health care companies have set up training courses in Eastern Europe.

“We are doing some training in Poland and have looked at the Czech Republic,” Mr. Tews said. But, he said, “Most of those workers have left.”

如何才能學好美語？美國聯邦教育部前助理副部長張曼君，曾在美擔任基層教師長達22年，教美國小孩講美語，她認為，要學好美語，除了發音、音調之外，最重要的還是要把文化一起學進去。
張曼君最近出版新書，除了以光碟教發音技巧，還教問好、朋友之間的擁抱與親吻、隱私、排隊、付小費等美國風俗習慣與文化。
就以最簡單的「你好嗎？」為例，張曼君說，在很正式場合的初次引見，最得體的問候是「How do you do？」，一般場合可說「How are you？」，對於熟識、卻有一段時間不見的朋友則可說「How are you doing？」、「How's it going？」，雖然看起來差不多，但還是要注意在不同場合使用不同的問候語。
有人說謝謝，台灣學生總接「You are welcome.」，但到了美國，常聽到的回應是「Sure.」難道是「理所當然」嗎？張曼君解釋，這其實是「當然不用客氣」的簡短說法。
張曼君說，她的部屬有次招募新人，她問為何選甲、而沒有選乙時，得到的回答是，幫某乙推門時，他沒有說謝謝。張曼君表示，這也可顯示出禮儀及尊重他人的重要。
張曼君提醒青年學子，對於幫助你、為你特別撥出時間會談、或送你禮物的人，應該要當場表示謝意，並在事後寫封謝卡，或用電子郵件表謝意。

Warning: If You Swat, Bees Can Remember Your Face

A honeybee brain has a million neurons, compared with the 100 billion in a human brain. But, researchers report, bees can recognize faces, and they even do it the same way we do.
蜜蜂腦部有100萬個神經元，人腦則有上千億個。但研究報告指出，蜜蜂會認臉，認臉的方式甚至和人類一樣。
Bees and humans both use a technique called configural processing, piecing together the components of a face — eyes, ears, nose and mouth — to form a recognizable pattern, a team of researchers report in a recent issue of The Journal of Experimental Biology.
一組研究人員在最近某期《實驗生物學期刊》上發表報告指出，蜜蜂和人類都利用稱為「形廓處理」的技術，把眼耳鼻口等五官拼湊起來，作為辨識的依據。
“It’s a kind of gluing,’’ said Martin Giurfa, a professor of neural biology at the University de Toulouse, France, and one of the study’s authors.
法國土魯斯大學神經生物學教授、論文作者之一馬丁‧裘赫法說：「有點像（把五官）用膠黏起來一樣。」
It is the same ability, Dr. Giurfa said, that helps humans realize that a Chinese pagoda and a Swiss chalet are both abodes, based on their components.
裘赫法博士說，這和幫助人類根據建築要素而知道中式高塔和瑞士尖頂農舍都能住人的能力是同一種。
“We know two vertical lines, with a hutlike top,’’ he said. ’’It’s a house.’’
他說：「我們知道兩條垂直線，還有個屋頂，就是房子。」
In their research, Dr. Giurfa and his colleagues created a display of hand-drawn images, some faces and some not.
裘赫法博士和同僚在研究中展出多幅手繪圖，有些畫的是臉，有些不是。
The faces had bowls of sugar water in front of them, while the nonfaces were placed behind bowls containing plain water. After a few failed trips to the bowls without sugar water, the bees kept returning to the sugar-filled bowls in front of the faces, the scientists found.
這些臉前面擺了裝著糖水的碗，不是臉的圖前面放著裝清水的碗。科學家發現，蜜蜂幾次錯飛到沒裝糖水的碗後，就一直飛回臉圖前方的糖水碗。
The images and the bowls were cleaned after every visit, to ensure that the bees were using visual cues to find the sugar and not leaving scent marks.

The researchers found that bees could also distinguish a face that provided sugar water from one that did not.

After several hours’ training, the bees picked the right faces about 75 percent of the time, said Adrian Dyer, another author of the study and a vision scientist at Monash University in Australia.

The researchers said that while they were biologists and not computer scientists, they hoped their work could be more widely used, including by face recognition experts.

技專院校學生的英文普遍太差，讓學校大為頭痛，教育部更想盡各種方法激勵學校拿出辦法，提升技職生的英語能力。但這幾年下來，似乎成效不彰，經濟產業邁向國際化的現在，技職既是培養人才的重要基地，英語能力更需要改變傳統與學術型大學爭長短的做法。
技職院校校長、主任談到學生的英語程度莫不搖頭嘆息，並抱怨是高職、高商時，學生未學好英語。高職、高商的課程需要改革，但學習不可能等到職業類科的課程全部來過，學校立即要做的是，確實了解到底應該要讓學生學些什麼？
技職院校強調的是有實用的技術，這幾年來，不少科技大學也做得有聲有色，屢有在國際競賽上拿到大獎，顯見科大的學生仍有相當的實力。在國際場合要用到英語時，就會讓參賽的學生愣在那裡，不知如何因應。
為了提升學生英語能力，不少學校要求學生要以全民英檢能力做為畢業門檻，或者是大開檢測的加強班，但通過率仍不如預期。
本質上，學生的英語程度既然比不過一般大學生，何不換個方向，以實用面出發，早年台灣經濟起飛，不少台灣商人靠著一卡007手提箱，加上一口破英語，卻能拿到國外的訂單，原因只在他們能掌握該行業的英文術語、會說簡單的貿易英語，就可以行遍天下。他們可以如此實用地運用英語，技職院校更可以重新審視學生的需要，為他們量身打造需要的英語能力，才結合需要面、實用面，才能引發學習動機，提升技職生的英文力。

yes123求職網今天公布一項針對522家企業和6030名求職者的網路問卷調查。經理洪雪珍表示，調查顯示，有3成8的上班族認為在語言能力的競爭力最薄弱。
yes123指出，上班族進修費用大都維持在新台幣2萬元以下，其中1萬元以下最多，佔2成5；有6成8的上班族計畫在今年持續進修計畫。
yes123指出，上班族全年平均進修時數達101.8小時，每週進修時間約2小時。平均一年花費3萬3200元，若以台灣勞工平均經常性工資計算，約花費 0.9個薪水進修。
在企業部分，yes123表示，調查發現有4成7的企業最重視本職專業技能，4成1的企業重視行銷業務能力，3成1的企業重視職場人際關係。
洪雪珍建議，求職者最好要持續進修，且要選擇可以提升工作能力的進修課程，讓自己成為職場中的A咖。

「2009年教育部中英文翻譯能力檢定考試」成績揭曉，包含：筆譯類及口譯類逐步口譯成績單今天(5)寄發，各科成績達及格標準考生將核發「教育部中英文翻譯能力檢定證書」。教育部表示，今年取得證書的考生，筆譯類有15人，口譯類有12人，請成績及格者2月26號前將通知單回函郵寄或傳真到考試承辦單位台大教務處研教組，詳情可利用教育部國際文教處網站http://www.edu.tw/bicer/
